The initial priority is to move the top visible layers to reveal the question mark blocks. Focus on the light blue (lavender) color first, as it is the easiest to consolidate into a full stack to free up a tube.

With many hidden colors still present, the mid-game becomes a shuffle of orange, pink, and red. The danger is filling all tubes with partial stacks; you must keep at least one tube relatively clear to swap layers and reach the bottom-most hidden items.
